DOCUMENT MUST BE COMPLETE - at the time of notarization, by law, the document should contain no blanks. The entire document should be completed, but not signed, and all document pages made available for sealing and signing by the notary at the time the document is dated and signed.
If a document blank is not used, indicate that in the blank, or if you are unsure contact the receiving/requesting agency.
§8205. Duties (2) ........ A notary public may not accept any acknowledgment or proof of any instrument that is incomplete. (Gov. Code) (see full §8205)

SIGNING - signer\s must personally appear and sign in the presence of the notary

SIGNING DISABILITY - persons capable of only signing by mark may have another person , who has proper ID, sign in the notarys presence. Two witnesses must be present.

COMPETENCY-a person signing the document or giving an oath or affirmation must be competent. They cannot be under the influence of narcotic drugs or alcohol, or have any cognitive reasoning difficulty that would prevent them from having an understanding of what they are signing. They must of read and understand what they are to sign and evidence the same to a notary. If there is any question as to the ability of the signer to understand what they are signing then we will not perform the notarization..
